Net content is the third line: oxytocin acetate is, by name, an acetate salt, and quantitative HPLC against a standard, or amino acid analysis, tells you how many of the labelled milligrams are peptide rather than acetate and water. Because a USP monograph exists, a certificate may state that the lot was tested to it; if it does not say so, it was not.
